Promote experimental and clinical research concerning the treatment of children with disability and maladjustment has been the policy of the 'Faculty of Human Environment Studies' since its establishment in May 1949. Regarding the clinical research for disability issues, the development of theory and practice of Japanese Psychological Rehabilitation program has been emphasized greatly. The clinical studies and practices on children with cerebral palsy, autism, learning disability and intellectual disability have been attracted by international sites. In 1975, 'The Department for disability science', and in 1986, 'The Clinical Center for Disabled Children' were estab-lished related to special schools, institutions and other universities. Moreover, a bilateral exchange of information con-cerning new clinical procedures and developments in the rehabilitation for the people with disability was initiated by in-stitutions in Europe, North America and Asia. In the field of psychotherapy, 'The center for educational counseling' was established in 1954, and the chair of coun-seling was held in 1962. In 1981, the center for Psycho-Educational counseling was founded as a second center af-ter Kyoto University. All above three centers contributed to the reinforcement of clinical research, clinical practice, and educational system for graduate students. In the center for psycho-educational counseling, the development of techniques and practices in counseling will be pursuing for clients from childhood to adulthood and the parents who are suffering from problems such as school re-fusal, abuses, delinquency, habits, apathy, personality disorders, emotion problems, and interpersonal relationship dis-orders. As the importance of counseling and rehabilitation activities in the center has been appreciated by domestic and for-eign scholars and researchers, the faculty recognized that an integrated system of rehabilitation and counseling is a need for parents, clinical psychologists, and faculty members. As a result, in April 1995, 'center for Clinical Psycholo-gy and Human Development' affiliated to the Faculty of Human Environment Studies has been founded.
